The presentation of this model took place in a non -public meeting that focused on the financial challenges of the GmbH. The individual municipal councils should now advise on the new model to secure the financial basis for the GmbH.

The public session of the special -purpose association only lasted eleven minutes. This could be seen as a sign of urgency to restructure the funds of the GmbH. The Hochschwarzwald Tourismus GmbH faces significant financial challenges. The GmbH currently has to pay around 2.3 million euros in taxes, a situation that almost led it into bankruptcy. The reason for the impending insolvency lies in a retrospective tax claim by the tax office for the years 2014 to 2019, which is due to a change in the taxation of the Hochschwarzwald tourism card. This nationwide uniform regulation was retrospectively applied by the tax office.

Since the GmbH did not have the necessary 2.3 million euros, a loan was taken out by the Hochschwarzwald Zweckverband, whose ten municipalities are the largest shareholders of the GmbH. This loan was crucial to avert bankruptcy. In addition, the GmbH has filed an objection to the tax assessment, which means that the matter may require further legal clarifications and could further increase the financial risk.

The negotiations and the introduction of the new calculation model for the municipal levies could be of central importance in view of this situation. The municipalities are now faced with the task of finding structural solutions in order to secure the financial stability of Hochschwarzwald Tourismus GmbH in the long term.
