Decentralization: Government launches major reforms for local dynamics!

Intensive work is currently underway in Vietnam to implement a decentralization plan. Deputy Prime Minister Mai Van Chinh chaired a meeting to discuss the progress and further development of two decrees on decentralization. Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy reported that a key part of this plan is the creation of a decree on delegation of power and allocation of authority within a two-tier model of local government organization. The government's Plan 447/KH-CP aims to clearly define specific tasks and responsibilities in order to increase the efficiency of state administration.

The Ministry of Culture, Sports and Tourism has carried out a comprehensive review of the relevant technical legislation. In this context, a total of 42 legal documents were examined, including 7 laws, 1 resolution, 23 regulations and 11 ministerial circulars and decisions. This careful analysis is critical to meeting the plan's requirements and laying the foundation for decentralization.

Goals and challenges of decentralization

The decentralization proposal includes a total of 57 tasks and task groups. Deputy Prime Minister Mai Van Chinh stressed the need to appreciate the ministry's proactive role and lived up to the expectation of collecting further comments and preparing the relevant draft regulations. A key objective of this decentralization is to promote the dynamism and creativity of local authorities and to ensure that they are able to act autonomously.

Decentralization should be clear, synchronous and without overlap. It is therefore important that the responsibilities and the mechanism for reviewing, monitoring and evaluating implementation are clearly defined. The Ministry is responsible for the accuracy of the review content and the full implementation of decentralization.

International perspectives on decentralization

German development cooperation is another notable example of decentralization processes that are tailored to local conditions. These reforms require a profound change in the structure of the state, in which tasks, powers and financial resources are redistributed. Germany has acquired an internationally recognized pioneering role by contributing experience from bilateral cooperation in this area.

These decentralized processes not only create new distributions of roles and tasks between the different levels of administration, but also change the relationship between citizens and the state. Advice on decentralization processes takes place at all levels involved, whereby political, administrative and tax aspects must be carefully taken into account. In order to strengthen local self-governments functionally, it is crucial that they are adequately equipped with both financial and human resources.

Cooperation between Vietnam and international partners such as Germany could therefore make a decisive contribution to the successful implementation of decentralization and help to comprehensively reform the administrative structures in Vietnam.
