New concept: Administrative procedures are being digitally revolutionized!
On May 16, 2025, Ta Quang Dong, Deputy Minister of Culture, Sports and Tourism, opened a training course on reforming administrative procedures. This initiative is part of broader government efforts to simplify administrative processes to improve investment and business conditions in the country. According to the signed resolutions and guidelines, the aim is to reduce procedures and increase their accessibility. The Government has defined specific target groups and has clear tasks ready for the years 2025 and 2026 in order to take these goals into account.
As part of these reforms, Resolution No. 66/NQ-CP, adopted on March 26, 2025, was brought into being. It focuses on simplifying administrative procedures and shows specific timelines. With five clearly defined criteria – clear people, clear work, clear time, clear results and clear responsibilities – the responsibilities of the management of agencies and units are intended to be strengthened. This was also the focus of the training sessions led by ministry managers and experts.
Topics and content of the training
During the training, Mr. Pham Cao Thai, Director of Legal Department, and Mr. Nguyen Thanh Son presented a variety of topics. This included assessing the impact of administrative procedures, reviewing legal documents and introducing technical regulations. Focused attention was paid to the implementation of Resolution No. 66/NQ-CP and the associated tasks for the authorities. The participants were also informed about the status of implementation in the Ministry of Culture, Sports and Tourism of Thanh Hoa Province.
A central element of the discussions was the application of information technology in the context of digital transformation. The training aims to support authorities in implementing their reform tasks efficiently and improving management capacities. This includes increasing the responsibility of unit leaders and officers.
The path to full automation
Another noticeable trend in the reform of administrative procedures is the introduction of fully automated processes. These are considered an important step in the digitalization of administrative work, according to the report. Machines take over standardized procedures that take place without human intervention. This results in a freeing of resources that can now be used for more complex cases. Automation allows processes to be sped up, which can significantly reduce administrative stress.
It is noteworthy that fully automated processes are by no means new, as there are already existing systems, such as fully automated transport facilities. In addition, the new regulations in various laws, including the Administrative Procedure Act (VwVfG) and the Tenth Social Code (SGB X), now also enable the fully automated implementation of procedures that previously required fact-finding.
Overall, these measures demonstrate that the Vietnamese government is taking serious steps to increase the efficiency and effectiveness of administrative processes. The training initiatives are a crucial component in this comprehensive reform process.
